President Mobutu Scores Moral Victory Over Mercenaries Ruling Eastern Area - Eighteen African leaders marched past powder blue - uniformed, red-plumed Congolese honor guards to open the annual African summit conference Monday and give President Joseph D. Mobutu a moral victory over the white mercenaries who rule part of his eastern Congo. The 18 chiefs of state and governments represented less than half the membership of the Organization of African Unity, a meager percentage by most diplomatic standards.
