Federal Leaders Plan Quick Victory but Endless Tribal Bloodshed May Lie Ahead - The federal military forces of Nigeria evidently hope to crush the rebellious state of Biafra with one swift march to Enugu, its capital. By classic military standards, they have every right to succeed, but few wars in Africa are fought in any classic military way. Instead of military victory, or defeat, the end result may be a nightmare of endless tribal bloodletting and chaos, much like the Congo. But, according to sources here, federal military leaders feel confident, perhaps overconfident, about their chances for quick victory, and that feeling will likely rule the next round of events in Nigeria. At the least, it means there will probably be no backing off from civil war by the federal government. On assessing the military situation, an observer has to remind himself continually about the meager numbers of soldiers involved. ..
