Feelings between the United States and Nigeria turned awkward and cold Tuesday as Nigerian officials showed their annoyance over the American refusal to sell them arms for the present civil war. Their displeasure was intensified by what they considered discrimination. They saw the United States sending giant transport planes to the Congo for its military use at the same time that Nigeria was rebuffed on its request for arms. "Apparently," a government spokesman said, "they have one rule for the Congo, and one rule for Nigeria." The sudden displeasure was ironic for, in the past, the United States has been considered one of the staunchest supporters of the federal government in its attempt to crush the secession of the Eastern Region, which now calls itself the Republic of Biafra...
