Col. Schramme Tells Newsmen in Congo 'Nothing Is Arranged,' Asks Better Deal - There seems little likelihood of an early evacuation of the white mercenary troops and their Katangese allies who have held this important eastern Congo town since August. While the Congolese government and Red Cross officials talk loudly of evacuating the mercenaries from the Congo, the mercenaries, in their stronghold, here talk just as loudly of staying put, at least for a while. There have been optimistic announcements in the past few weeks by the government of President Joseph Mobutu in Kinshasa and by Red Cross officials in Geneva, but the mercenaries, talking to newsmen for the first time since negotiations for their withdrawal began, made it clear that their departure may be a long way off, if it ever comes. "Nothing is arranged," Col. Jean Schramme, leader of the mercenaries, told newsmen Sunday. "As long as there are no serious guarantees, we cannot envisage a departure..."
